You can use iMessage with Wi-Fi but you would only be able to message other iOS devices, of course.
It will work, but you won't be able to send picture, voice, and video messages.
Both iMessage and Facetime will run on Wi-Fi and don't need a data plan. That's why it's installed on iPods in the first place. Same for Wi-Fi iPads too. Best luck.
