Does it hurt the iPhone 4 to charge it when it has half of a battery?

What I mean is, should I only charge my iPhone 4 when it dies or is about to die? Or if my phone is at 20% battery and I need to go somewhere, is it okay if I charge my phone for a while, not necessarily until it is fully charged? Or will that hurt the phone's battery?

No it's ok, it's better you you charge it when it's got some battery left as opposed to running it flat.

There's a problem with the i-phone 4 however, where if you leave it on for too long, it stops responding and runs slowly. It's not broken, just do a reset of the phone when this happens by; holding the power button at the top and the button at the bottom for around 5 seconds. You don't loose anything on your phone, don't even loose the time, and switch it back on. It may take longer than usual to start up though.

Sometimes do that only. Most of your time, you'd bettery charge if fully when the battery remains 20% or more less. That is better for your battery life.

However I finally got around to buying an Otterbox for my X. Anyone who owes Otterboxes knows taking them on and off can be a pain and will sooner or later hurt the rubber outside and put strain on the plastic clips and break those eventually as well.
