Does the 97/98/99 isopropyl alcohol water repair thing work when using a iphone?

My friend dropped their iPhone 4s (white) in the washer while trying to get it started and they didn't notice it was in there until they started it. So they reached in there and got it out. But it was on a white screen and took the back off (they bought it used and the previous owner left out the back screws and my friend got a small enough screw driver to fit in there) and took the battery out. So now his phone is dead and I told him to soak it in the closest to 100% alcohol. They have 95%, and 98%isoprospyl alcohol. But the containers are low. Can he mix them and fix the phone?

It is very likely that it is done, especially if the water was soapy and it got completely submerged. My shop does use 99% isopropyl and no, 95% will not hurt it but it is not a cure all by any means, it just stops corrosion and cleans contacts a bit.
If they get a white screen, that is a good sign, perhaps the screen just needs replacing.
