Does the lightning bolt mean the iphone is charging or no?

My iphone 6s plus has died, and it's been plugged in for at least an hour now. When I hold the power button, it shows a battery with red, and underneath is a lightning bolt and charging port image. Does this mean it is charging? Or did my brand new iphone somehow just die on me completely?
