Dropped Iphone 5s in the toilet?

I dropped my Iphone in the toilet for at the most 3 seconds and when I pulled it out the display lit up for about 10 seconds and now it has been OFF ever since. I have the phone in a bag of rice and I'm hoping eventually the phone will turn back on. As of right now the phone is very hot and there's a red dot that is lit to the left of the speaker at the top of the phone? Any suggestions what this means?

It means put your phone down for 30 seconds and don't bring it into the bathroom

That means that your warranty (if any) is voided and Apple will know it's water damaged.

Honestly, it's very unlikely your phone will work correctly again.

It's best to start saving up for a new one; and I hope you backed up your important data…

It means water got inside of the phone and caused a short while there was power running through the phone.

So now you know, 1 second or 20 seconds, once watet gets where it does not belong, when it comes to electronics, is NOT a good thing.

Since the iPhone is a closed system, leaving that phone with the rice (silica gel would be a much better desiccant), for 4 to 5 days in an air tight container at the minimum would be your next step. You do not want whatever desiccant you decide to use, to be absorbing moisture from the surrounding air.
