I don't know why you are asking. If this phone belongs to you it is not a crime to use Indian SIM card but using Indian carrier calling cards inside UAE is illegal. That is not related to phone and police don't get involved except going after the dealers of illegal cards not users.
On the other hand if you found some one else's phone better return it or leave it at "Lost & Found" desk, putting a foreign SIM in it doesn't hide it from the cellphone tracking equipment UAE police have because they track the phone itself not just the SIM card which also can be tracked. Also can blacklist the the MEI number so no matter what SIM card you put in it won't work.
