Call AT&T and have them unlock it.
AT&T will factory unlock the iPhone if you are out of contract and the original owner of the iPhone. David is correct. Not to knock iphoneunlockedcheap.com, but I found one for even cheaper and they do any iPhone model that is locked to AT&T, whether on contract or not. It costs as little as $4.99 over at stockunlocks.com.
