I've bought several phones off there over the years for myself and family members. I bought 2 iphone 4s, 1 iphone 5, 3 iphone 5s and an iphone 6. As long as you read the description carefully and the seller had positive feedback.EBay has a buyer protection program so if you buy something and it's not as described they'll refund your money. Do NOT buy anything that says as-is bc that usually means they know something is wrong with it they just don't want to say. I would also suggest purchasing a warranty thru squaretrade if you're buying a used phone. If anything goes wrong within 2 years they'll fix it or refund your money if they can't fix it. Like i said just make sure you read the description carefully and read the sellers feedback. If someone has little to no feedback I wouldn't trust it.

Legit yes however many iphones have been repaired ( some badly ) non apple parts, often poor replacement screen and cheap poor battery, reviews are important and ratings but do not guarantee anything… People will go to great lengths in the pursuit of money lol
EBay itself is more of marketplace so it depends on who on the site you get it from. Yes ratings matter.
Check for ones that have high ratings, reviews.
