You can make an account, you just have to secure your account first. This might be by entering your mobile number or sending a copy of your ID.

This usually happens when you've made accounts on that device before and had them terminated. Facebook knows what device is being used to sign up to their site, if it's the same device that had an account banned/terminated then it flags it up to prevent scammers.

Edit: Yes that would work. I still don't understand why you just don't secure your account though. You are capable of making an account, you're just choosing to not follow the instructions Facebook tells you to do so.

Changing Phones will not make it any Better don't Waste your Money changing Phones over that

Are you making Multiple Accounts? If so Facebook is Detecting that you can't do that Per TOS Terms of Service

I don, t even know the reason from. Even me been block not to do Facebook. I suspect somebody is trying to take our payment
