For Verizon Wireless, what is a full retail price?

Okay so my friend is 12, and she's getting her first phone. She wants to know what a full
retail price is. I would kinda like to know too. Does it mean you need to pay that price monthly? She's getting a iphone 4 or iPhone 4S she doesn't know. And what is the "if your are eligible or not eligible"stuff? I'm confused. She knows about the two year contract and and the termination fee, but I don't know how to explain the full retail price. I don't have a phone yet but I know some stuff about this.

Any advice?

A full retail price is basically this, say a iphone 5 cost 200 with a 2 year contract well to avoid the contract you have to pay the full price which is around 800, so you don't have a contract but you also just paid 5x the cost, the eligible is vague eligible for a contract or upgrade, if you have great credit you won't pay a deposit but if you don't you might end up paying like 500$ + the 200$ just for the phone

From what I understand, full retail price is what you pay for the phone. Since its her first phone and a new Verizon customer, she will likely have to pay their full retail price for the phone itself. After that, her monthly bill will depend on what level of service she selects, for example how many minutes per month, how many texts per month, internet access, etc.
"Eligibility" I believe pertains to existing customers who may be eligible for a free upgrade or discounted price on the phone itself, depending on how long they have been an existing Verizon customer.
Once the phone is purchased, then the only monthly charges would be for the service.
Her parents are going to have to get involved. At 12 years of age, she can buy any phone she wants but she can't sign a contract for service. If she's paying her share, it would also be much cheaper for her to be on whatever phone plan her parents already have.

When you are a new customer and sign a contract, the phone price is greatly reduced.

If you don't sign a contract you have to pay the full retail price which is much more.

Example:

The AT&T iPhone 4S 16GB is $99.99 with a new two year contract.

The retail price is $549.99.
