I've TRIED TO MANY SITES TO GET ANIME BECAUSE I DON't WANT TO DOWNLOAD IT DIRECTLY TO MY PHONE BUT TO A DOWNLOAD FILES APP So DOES ANYONE KNOW A WORKING SITE OR WHERE YOU CAN DOWNLOAD ANIME IN AN APP AND STORE IT THERE?!
Why do you not download them on your PC then transfer the anime onto your phone? If you gotta be so picky.

If you've got an android, you should google Animania. I've got it, and it lets you download anime right to your phone (or stream it). It's also got the raw versions, so you should check an anime streaming site for when they've uploaded the subbed version so you don't mistakenly download the raw version.
If you've got an iPhone, then I can't help you, as I don't have one myself to try out their anime apps (if they have any).
If you're on a computer, http://www.animetake.com lets you download torrents of anime in high quality like 1080p, though some are restricted to 720p while others have quality higher than both of those, while others could have lower quality versions.
