Added (1). I know for sure my phone is hacked been being harassed for the last year from a crazy exs friend. These people uploaded personal pics to ig and of my ex cheating on me and are still working very hard to destroy my life. From having people follow me around on feet and in cars. They can hear through my phone but can they also be recording mw through my camera? So far it seems they can by what they post on online about my physical surroundings. They also hack my computer as well.

If your ex is spying on you through your phone and computer, it is because you allowed the ex to install apps and programs that allow remote monitoring.
Simple fix, factory reset your phone and computer, anything they could have installed and setup, will be erased.
Only a fool would put up with being monitored trough their devices for more than a week, you claim it's been year. Which tells me you either like the assumed attention or reality is not as you perceive it.
Report it to the cops.
