How to file a police report out of state?

I'm a 17 year old kid who lost something no teenager wants to lose, their cell phone! I was on vacation and I was in a taxi in D. C. And somehow my phone slipped out of my pocket and hit the ground without me knowing until I got out. I flew back home to Nebraska without my phone the next day with no phone. Initially I gave up looking for my phone after 3 days but my mom didn't. She looked on craigslist
and what do you know, some moron has my phone. How do I know it's my phone? Well besides the fact that it has the exact same scratches and dings that mine does and the man says that he found it in a cab in the same area that I was dropped off. When called him because the number was on his ad and we told him the situation and he we gave him the serial number on my phone to prove it. He claimed we had all of the numbers right until we got to the last six digits. Riiiiight ok dude! So now he refuses to plug in my phone so we can call it. If he was so sure it wasn't my phone then why wouldn't he plug it in to prove his point? So that he can still make some money that's why. To make matters worse, he first edited his add so that it didn't say where he found it and then he just deleted the ad in general. We managed to get his personal info such as name and address but where do we go from here? My phone service provider has been ZERO help, i think they just want me to cough up some extra cash and buy a new phone because everytime I call customer service or go to their retail store they won't shut up about the iPhone 4S on sale. Can I file a police report or something because it is technically stolen, he knew it wasn't his and he made zero effort to find out who it belongs to and tried to make a quick buck off the phone? Please just tell me how I can get my phone back!

Added (2). I'm sorry I forgot to mention. He lives in maryland and I live in nebraska. We both just happened to be in the DC area when i lost my phone in the cab. He just happened to pick the cab where i dropped my phone:/

If you know the person's address and phone number you can find the sheriff department for that county. Call that number. Fax your documents with the phone serial number to the department. They will be able to find him based on his phone number.

Lucky for you that in your place you can still make claims like that compared to other country like here, it's finder's keeper! You know his address and some other info so go now and file a report by calling or going to the precinct near his area. If he's giving you a hard time give him a hard time too, report that it was stolen and not simply drop it.

You got lucky that you got your cellphone back. And I seriously laughed at iPhone 4S customer service part. They do that all the time.
