How to make a voice memo into a rigtone?

I have a iphone 4 and i was gonna make a voice memo into a ringtone. I already tried emailing it to myself. Then i put the file into itunes and tried putting it on my phone but it didn't work. Is there another way to make a voice memo and ringtone without using itunes?

You still have to use iTunes, but you can do it by downloading a ringtone maker app, from there it lets you record, put it into iTunes, & it can be a ringgtone on your phone
