How can I replace safari with chrome on an iPhone 7?
Right now safari is practically nonexistent on my phone, except for when an app needs to use the internet it pops me over to safari, but safari requires an internet connection but most of the time I'm not near Wi-Fi when I'm on my phone. My question is how can I change that to google chrome which doesn't need the Wi-Fi?

Can't be done without a jailbreak, Apple doesn't let you choose a default browser, the default is always Safari
Both Safari & Chrome would require internet connections to work of course since they are both internet browsers. So not sure what you mean when you said:

You can't change the default browser (apps) on iOS.
You can't "replace" Safari with Chrome. You may add chrome, but there's no way to make it the default browser. BTW, you are mistaken in your belief that Chrome does not require Wi-Fi
