Your english is incorrect - however if you want to transfer from the laptop to the iphone then simply sync using itunes. If you want to transfer from an iphone to a new laptop, you can't use itunes directly, sync is strictly one way from itunes to laptop not the other way round.
If all your songs were purchased through itunes then they will appear on any device using your apple id
Any songs that weren't purchased will not appear. You either have to import a library of exported songs (from your old laptop) into iTunes in the new laptop or you have to buy a third party program to directly export from the iphone to itunes. Just google iphone to PC transfer and you will get some hits
Assuming you meant from laptop to iPhone SE (using iTunes), just a matter of syncing it using iTunes to the iPhone. Through drag & drop, playlist sync, etc.
