HOW can seller reopen a PayPal appeal?
I was scammed out of £860 for an iPhone 8 Plus - opened a paypal case, won, then the seller appealed - not surprising. I won the appeal too.
NOW, after the appeal was CLOSED, it's REOPENED?
It says very clearly that when an appeal is decided, that's PayPal's final decision - how can it be reopened?
Maybe they were able to supply more information and/or there system has not seen the other closed appeal yet.
Or you have shown a record of fraud or abuse of the system yourself.

- Where can you buy an iphone 5 using paypal? Please don't say ebay because i already know they have it… I called up Verizon and they said a lot of times the phones that are bought on ebay and when they go to the stores they say they're stolen so I'd like to know a legit site… Thanks!
- Is this paypal seller lying to me? Recently, I was scammed into paying for someone's item for them, thinking i was buying an iphone 6. I spoke to the seller and they agreed that they would send the money back when i close the dispute. The amount was £170.10 but they claimed that only 136 pounds was deposited back into their account and that is what they sent me. Were they lying to me as I'm trying to think of what to do next.
