Your iphone needs to be jailbroken
You need software that will convert your mp3 file into m4r or m4a files (these are the iPhone ringtone formats). Once you convert them, load them into iTunes and then select them through your iPhone.
Go to download.com
Type in Xilisoft iPhone Ringtone Maker
Download (it is free) and convert!

- My iphone 4s won't play text tones or have media volume? My iphone 4s recently stopped playing text tones and when i try to listen to any sort of media, the volume is gone and will not turn up.
