How do I record my computer screen in slow motion?

I want a video online to play in slow motion. If I download a video editing program and slow down the video, it's not smooth because it has a low frame rate. I was wondering if I could use a screen recording app and record my screen in slow motion so that I'll have a smoother video. I tried using my iPhone to take a video in slow motion of the computer screen but of course, it isn't the best quality.

I'm no video expert but this is obvious computer stuff. Your video recording app will read the data that is fed to it, at the speed it is sent. No faster, no slower. AFTER the data is saved, then you might use software to do slomo and other things. As with all computer graphics, you can't improve a bad picture. The data just isn't there.
