How to restore iPhone 4 with Error 1611?

I recently just bought a used iPhone off the internet (eBay) and i have come across a few problems. When i plug it into itunes for the first time I update the iOS software and update to newest version of itunes and when i attempt to restore the iphone i come across ERROR 1611.

I have done some research and this is what i have done thus far;
1)Uninstall itunes and all Apple software + software + quicktime
2) Restart Computer
3) Reinstall newest version of iTunes
4) Connect iPhone 4 and place is recovery mode
5)Attempt to restore but come across Error 1611.It flahes from apple logo to itunes + usb on the phone screen continuously through restore attempt
6) Repeat steps 1, 2, and 3 and place phone in DFU mode. Error 1611 again.

Could i have a faulty battery? I read about that but the phone does turn on when plugged into wall and computer,

I'm extremely puzzled and out of ideas so if someone could help me ID VERY MUCH APPRECIATE IT!

Does it turn on when it's not plugged in? If it doesn't then yes it's most likely the battery. I wouldn't buy used stuff off the Internet that looks suspicious, like an iPhone for really cheap. My dad once bought me an Xbox 360 Elite used off Kijiji for a good discount. When we tried to go on Live it turns out the CONSOLE, not just an account was banned. Learnt a lesson from that. And you can pay someone to replace the battery. Or you can buy the battery yourself and replace it.
