Really depends on the particular store and the version of phone. If the phone is close to end of life, the major outlets will get them before the second and third tier vendors will. And they for sure will get the newer ones long after the main stream vendors.
Well depends on the Wal-Mart you get them at. Wal-Mart here seens to take quite awhile to stock them with phones
