HOW TO ACTIVATE IPHONE USING Wi-Fi?

My sister is trying to activate her iphone 4s because the Wi-Fi wasn't turning on. We have tried to activate it using Wi-Fi but it isn't joining!

Set it up using a PC with iTunes. Or if you don't have that, do it with a 3G/4G connection

1. Power off the G1 and remove the battery cover on the back. Slide the SIM card into the slot on the upper right corner of the phone's back. The metal contacts should face the phone. Replace the cover and power up the G1.
2. Enter the unlock code you received when prompted, and then tap the "Accept" button. Type the number exactly as you received them.
3. Bypass the log-in screen where it says "Touch the Android to Begin." Tap in the upper left corner, then the upper right corner; tap the lower right corner just above the gray buttons and then tap the lower left corner, also above the buttons. The phone will unlock.
4. Press the "Menu" button and then tap "Settings." Touch "Wireless Controls" and then tap "Wi-Fi Settings." Touch the check box next to "Wi-Fi" so that it's green, indicating that the Wi-Fi radio is active. Tap "Scan" to scan for networks. Tap the name of your network from the list and enter the passcode, if any. Press the back button to return to the home screen when you're done.
5. Press and hold the "End" button on the far right of the phone. Tap "Power Off" when it appears on the screen. Once the phone has shut down, press and hold the "End" button until the T-Mobile logo appears. Touch the Android when prompted and enter your Google Account information to activate over Wi-Fi.
