How to boot iPhone into safe mode?

I installed a Woody Woodpecker ringtone to my phone using Cydia, I pressed reboot phone and now it's stuck in a boot loop, all I get is the apple logo, in an attempt following a YouTube video to put the device into safe mode this made no difference to the device, all it does is dim the brightness on screen, a symptom that I can't find anywhere on the internet.
Is there a program like RecBoot for windows that can do this for me, it's only 1 little silly tweak in my way and don't see why I should wipe 64GB worth of stuff just because Woody Woodpecker is sitting on the system. - Thanks

Added (1). Update; while the brightness is dimmed on the apple logo screen iTunes reads it as if it were in normal mode
