I justt want to combine these two memes into one, like

There are quite possibly apps for that. If it was ME, and I'd desperately wanted to do it via apps, I'd google and check iTunes for collage apps.
However, if it WAS me, I'd just do it on my computer, then upload it as a finished product to my phone.

Using a website is fine if you only want to make one collage, but if you do it regularly, you end up having to upload and then download again a whole bunch of photos. If your internet is down, you have nothing.
Also, resident programs are usually much better than free websites.
So in my opinion, you are better off with a resident program on your computer.
Again a simple Google search will give you plenty of options.
Picasa is one of those choices. I find its collage function awkward, but it is there and it is free, so why not try it.
