It is best to connect a Windows PC to an iPhone hotspot through USB. Connect your iPhone to the computer with its USB cable. When you go to turn on the hotspot on your iPhone, select to tether through USB, not Wi-Fi and Bluetooth.
Same way you would any SSID… There's no difference in connecting to a Hotspot or to Router…
Biggest difference is Hotspots are usually limited to how many people can connect to it.
But Technically a HotSpot is just a Wireless Access Point also called a WLAN. Or Wireless LAN.
