Usually that means you can't delete that application. They should be one of the essential apps from Apple. If you want to add restrictions, you can go to Settings > General > Restrictions.

If the phone is jailbreaked and the app is not from Apple, you need to open up cydia, navigate to sources > installed/packages, search for the name of the app there, press it, press the "manage" button in the corner, press delete.
