Hold the phone in front of the webcam!
Plug your iPhone to your PC. Allow the PC to access the phone (it should prompt you). Open your PC's file explorer (This PC in Windows 8/10 and Computer in Windows 7), look for your iPhone, open it and navigate through the various folders to find the images you want.
Alternatively, you can e-mail yourself the pictures you want, and on your PC, you simply download the attached images.

I did that for my wife's iPhone 8 yesterday and it is like pulling teeth. The big thing was making sure to tell the phone and iTunes to trust the computer you are transferring it to.
I wound up loading to photos to a windows folder then saving them on Google photo.
I think if your fingerprint scanner didn't stop working last update, you could download the Google photo app you your phone and save it to your Gmail account.
