Why would you buy a 700 dollar phone just to use it as an ipod? Ever heard of an mp3 player?
To use like an ipod touch? Just get the ipod, you won't notice much difference, and tbh i think the ipod touch 5g has a better build quality.
The price difference between the two in new zealand is almost 600 dollars…
Anyway, if you want it, just go to your local electronics store and ask for an off contract iphone, prices will vary… I think its like 600 in the US?/

With no contract you're looking at $700 including tax. You can buy two 5th gen iPod Touches with that money. Just get the 5th gen iPod touch for $300 if that's the case. Or get an iPad Mini, that's $329.
There's no point in buying a new iPhone if you're not going to use it as a phone. It's not worth the money. But if you insist, you can get one at the Apple store or online, like eBay or Amazon. Maybe Craigslist. You can probably find one on Craigslist for around $500.It's not going to be cheaper than $400 that's for sure, especially not brand new.
