How to get cydia without a computer?
I need help because I don't want to buy a computer and have iPhone 4 with iOS 6.1.3 (yikes!) please help! I need cydia!

Only way to jailbreak is with a computer for that version. What you have to do is to go to jailbreakme.com and then go to one of the alternate websites they have on the site. Make sure you have iTunes too. Then download it to your iPhone. Your phone might freeze up for about a day, but it will run out of battery after a while. Once it has been cut off, turn it back on and it should be A'ok.
You can't download Cydia unless you jailbreak your phone. After Jailbreaking your phone, the jailbreak software will automatically download and install Cydia on your device.
