How to get I message to work on my IPhone 4?

Google says go into settings-messages and use apple id but I don't have this option in message settings x

Many users face issues with setting up iMessages and FaceTime on iOS Devices.
To get the Messages option in your settings, make sure you are running iOS 5 or later
Go to Settings > Messages and turn the iMessage switch to 'on'
Underneath you should see the words 'Waiting for Activation… '
This may take a while, but eventually should connect
If you are not signed in with your Apple ID, do this first under Settings > iTunes & App Stores > Sign In
This should allow you to iMessage, and your phone will automatically pick up on phone numbers and email addresses of Macs, iPhones, iPads and iPods that can accept iMessages.
More options should appear once activated:
Send Read Receipts: Allows other people to see when you have read their messages.
Send as SMS: When your contact is not connected to a network, and an iMessage is undelivered, the phone will then resend the message as an SMS Message
Send & Receive: these are the contact addresses in which you can send new messages/be reached at by other people, it is best and easiest to go with your phone number as the address.

If these steps fail you, try a restore, back up your phone to iTunes on a Mac or PC, or plug your phone into your charger and perform a iCloud backup by going to Settings > iCloud > Storage & Backup > Turn on iCloud Backup, and Backup the phone immediately.
Once backed up, restore the iPhone by going to General > Reset > Erase All Content and Settings > Press Erase and Erase again.
After your phone reboots, follow the step by step guide on the device to setting up the phone, there's a page where you can set up FaceTime and iMessage through the setup guide on your phone, once set up, restore the phone from backup.
