after you install the right one make sure your phone is on the lates ios 6.1.3 for iphone 4 then goto itunes with your phone hooked up to the computer and go to where it shows you your phone hold shift on windows and click check for updates and it will pop up a browser box for you to browse through your software find the ios 7 you downloaded and click it and click open. Should load up on your phone and there you go.
