How to get rid of other in iPhone usage?

I have a 16GB iPhone 4s and I have a whole 10GB of "other" in my usage tab. I have no idea what this "other" could be or how to get rid of it. I deleted all my music off my phone, deleted all my emails, deleted most of my text conversations, etc. I have 27 apps and under 50 photos. No videos.

What is this "other", or how can I delete some of it?

Every iOS device has memory called "other" devoted to basic functions and probably reserved for use by apps. Deleting music or video wouldn't reduce "other" because those are calculated separately. "Other" can include cookies, history or saved memory for web browsing. Try going into settings and finding those for Safari. Clear everything you can - cookies, cache, history - and see if that reduces other.

I'm guessing that this isn't a jailbroken iPhone - because that's the sort of detail that should've been mentioned in your question.

I've tried everything I can find online to no avail. I really don't want to resolve to starting a new phone because I need my current photos, contacts and messages. Any suggestions?
