How to keep my two kids in line?

Ok, I have my kids appointed to a rehab center and counseling. If you read about how my kids drink and smoke. I have put my foot down and given them rules. I stopped keeping alcohol in the house, I don't let them bring drugs into my house and I'm trying to cut cigarettes out of my life to keep them out of theirs. I'm limiting when they go out and where they are going and giving them a curfew. I also want to know the kids and the parents of who they are hanging out with. Is there anything else I can do to keep my kids in line? I told them I will take away privileges such as their iPhones, their free time. I have also given them chores around the house. I relized I wasn't a good parent when I found my 15 year old daughter so drunk she couldn't stand up and my son walk out in hand cuffs at the age of 16 when he shop lifted. ( he's 19 and out of jail) anyway. Is their any other things I should do to keep them in check?

Too late to do much for your 19 year old. Pray for him.

For the 15 year old, make sure you are home and she is home. You transport her if she needs to go anywhere. Get her involved in sports or some other positive stuff.

It's probably too late to improve the 19 year old, since he is a legal adult.

As for the 15 year old, tell her that you will not allow her to drink or smoke, and take away privileges and ground her if she continues to do so.
