How to pay the money i owe to itunes?

Ill make this as simple as possible.
last year i was working (i was 15 at the time) and i decided to get a debit card but then i quit and i had no money left and i owed $1 to itunes but i didn't know i owed money so Bank of America charged me $35 because i did not pay that $1 that i owed! And since i had no money to pay those $35 and i couldnt tell me parents about it, the next month they charged me another $35! I never called the bank or payed the money because we're broke so they just cancelled my debit card! But now my dad said i could use his debit card to update my apps on itunes so that i can use them on my iphone but when i type my dads debit card number on itunes, it says the credit card does not match the bank statements… What does that mean? Because my dads debit card works on every other website i use to purchase items! And i only owe $1 to itunes and i even tried making a new apple ID to start new but it says that it doesn't match the bank statements… Please help and sorry if this was confusing
and please don't suggest to call the bank or the apple store because they were no help at all.
