You can't. Not unless you jailbreak it.

It is not (yet) possible to play pokemon games on any iDevice without jailbreaking.
maybe sometime in the future nintendo will make apps of their beloved games, but I would not wait for that if I where you. Your best option is to jailbreak, it's completely risk-free as it is completely reversible. Just download the Evasi0n jailbreak program and follow the instructions. After that you will have to download a tweak ( an app from cydia ) called GpsPhone, it's a GBA emulator, then you can download all the GBA pokemon roms you like. For GBC games you'll have to download the GBC. EMU emulator, so you can play 1st and 2nd generations of pokemon.
