How to remove find my iphone on ios?

So someone lost a iphone 5s and i found it. The phone was off. I'm worried that when i turn it on, the device has Find my iPhone, and that i will get arrested. So how do i remove find my iphone without turning the phone on?

Wow. It amazes me that people don't understand what this is for. Obviously, there's no way that you can get rid of it. No matter how much you beg us or Apple, no one will help you.

Think about it logically. If you lost your phone with pictures and other personal info, would you like it if someone did the same? If the passcode could be bypassed, then what is the point of having it? This is the same with the iCloud lock.
