If the iPhone is signed into the same iCloud in settings and iCloud Photo Library is turned on
deleting them from the phone would remove them from icloud. If that isn't going to work out you would need to go on an actual labtop or desktop computer (this WILL NOT work on an iPhone) go to iCloud.com, log in and go into the photos app on the website and delete them.
