How to send photos on an iphone?

I have an iphone with unlimited SMS and MMS messaging. However, I'm only able to send photos when connected to wi-fi and ONLY to other iphones (through imessage).

I heard that if I turn on data, I will be able to send photos whenever I want, and to whatever phone I want. The problem with this is that I don't have a data plan, so whenever I turn on data I automatically get charged $5 (I guess because my phone automatically searches for mail, snapchats, etc.).

Is there a way I can send photos without getting charged for data? Like I'm supposed to?
BTW: My plan is with koodo and its the Canada Wide Talk and Text 25.

Added (1). Okay thanks for the answers so far! I'd like to update my question (this probably isn't possible), BUT, is there a way I can turn on data without my phone going all crazy and receiving messages and notifications from apps?

MMS requires data… No IFs ANDs or BUTs

why?

MMS is a SMS + attachment… But the Text APN can only hand 160 characters… Not 160 character + a 10kb file. LMAO… So what do All carriers do? They break up the MMS… The SMS goes through the text APN and the attachment goes through the Data Apn… Friend's carrier gets it… Get put back together… Phone received your MMS…

so, if you have NO data plan… Or have a data block… Or have data turned off… Then you have essentially shut off your DATA APN… And no DATA APN = no MMS ability! You cna cry, whine, throw pots and pans around, kill yourself, runaway, who cares… No data apn = no MMS… Deal with it…

now, to your question…

Is there a way I can send photos without getting charged for data?
