Putting aside the tin hat jokes raised by the use of "NSA", how does one sync an iOS device to any database? Instead of trying to sound techie, you need to specify what it is you are trying to do.
You need to identify the right keywords, darling, and use them frequently in conversation… Then the NSA will sync your iPhone with their database for you.
