How to take my iPhone to the USA without incurring any extra charges?

I would like to know if there's any way possible to take my iPhone to the USA without incurring any extra charges to the bill? I can't afford anything more than my current tariff and I don't want to make any calls or send any texts. I want it purely for Wi-Fi and music. Is there a way to turn the service off from my phone or something?
