How to transfer ownership when purchasing used iPhone 6?

So I have been looking at iPhone 6 and 6 Plus phones on eBay. I wanted to buy a broken one and repair it but I see a lot of phones for sale with bade ESN/IEMI/locked iClouds. ASSUMING All THESE THINGS ARE GOOD, what is necessary to "transfer ownership" from the previous owner to me so that the iCloud isn't locked? They won't be able to use it until I repair it. Am I going to need their Apple ID and password? I'm an Android guy so I'm not very familiar with Apple.

Bad ESN/IEMI/locked iClouds basically means the phones are useless because they have been reported as lost or stolen. You can't transfer ownership nor unlock the iCloud.
