How to unlock an iPhone 4 without Jailbreaking it?

I'm currently with Rogers and my contract is expired. I DO NOT WANT to go into another 3 year contact by getting a phone for 0 dollars (I will have to pay 50 dollars a month) So I'm going to try to get an iPhone off kigigi so I can pay with the plan I have now (no data) Problem is most of iPhones being sold are locked
