How to use Personal Hotspot from an iPhone 5S on a Surface RT tablet?

Traditionally, I've used my standard iPhone cable to hotspot with my Windows 8 laptop, which doesn't have Bluetooth. Connecting hotspot via Wi-Fi has been unsuccessful for me on all devices I've tried. Normally this doesn't bother me - I don't mind using the cable.

However, on my new Surface RT tablet, no forms of connection allow me to connect to hotspot. This is troublesome as I will need it by the time uni goes back.

I'm sure I have all the settings right on both devices to allow connection. I've tried wireless scan and it recognises the phone. But 'Can't connect to this network' appears. I have also been able to pair the two via Bluetooth, but without success in hotspot. Furthermore, I have tried manual set-up.
