Strangely enough, neither can anyone else.
In truth, Apple can, but they only do it for the proven original purchaser. The service is not free, you have to provide satisfactory ID and proofs of your address, and the iPhone gets completely reset during the process wiping all data. The cost makes it cheaper to buy another good used iPhone 4 as they're worth sod all now that Apple no longer support the 4 and 4s.
