By turning your phone on while water was still inside, you have very likely damaged the circuitry.

Water is a conductor. Power is meant to pass only over the wired circuits, but with water inside, the power went all over the place, probably causing short circuits and damaging the electronics inside.

Turn it off immediately, and FIND the rice and let it dry out (days, not minutes). You may get lucky and it'll work, or it may be beyond saving.
