I factory reset my iPhone and my old photos and contacts are still here,.is that normal?

If you correctly factory reset your iPhone your contacts and photos will disappear.

However, if you then set it up again and signed back into the same iCloud or Apple ID/restored from an iCloud or iTunes back up, they will then reappear, and you have essentially undone the restore.

To correctly restore an iPhone you must first turn off Find my iPhone and THEN go through the normal restore process. This assures it will no longer be associated with your original Apple ID, and no longer has what is called Activation Lock switched on.

If you have a computer with iTunes, that's the most foolproof way of restoring an iPhone back to factory settings and literally wiping all data with no trace. Plug it into the computer, click on the iPhone icon in the top left (when it appears) and there will be a Restore button (left of the Restore Backup button) click that and follow instructions. If it fails or gives you an error there may be a hardware issue with the iPhone preventing you restoring.

Yup its normal because you have only retested the settings.

when resetting the phone, it usually gives you the option to select whether "Reset all settings" or "Erase all content and settings"

The first will only delete the settings keeping the contents (Photos/ videos/ music and all)

the latter will delete everything, the photos, videos, contacts and all the apps you have installed.
