I found an iPhone and it has a clean esn?

I found an iPhone 4s for AT&T. It was already out of service so I decided to erase everything so it's at the start up phase. I tried to set it up without the chip but it won't let me. And now when I use the chip that was already in it, it is asking to sign into a specific Apple ID from the former user. If I change the chip to a new one, would it still ask me for the Apple ID or a new one? Cuz I have Verizon and wanna switch it. I checked the IMEI and it's clean too. Is there a way around the Apple ID?

Nope. When you erased it, it didn't erase the iCloud security settings. Without that ID's password, you can't complete the activation. You can try a Verizon sim and maybe get lucky but there's another big problem. You still have to have the phone unlocked from ATT to work on Verizon. ATT is GSM and Verizon uses CDMA. Unless it's unlocked it won't work anyway. Best luck.
