Tell him to charge it.

No reason why the phone wouldn't turn on other than a dead battery. Did you ensure the phone was functional yourself before sending it off?

We don't know if the phone was new or used so that may factor in as well depending on the condition before you ended up with it

It you sent it to him unopened, it should have had some charge on it. He can take it to an Apple store in his country and they can fix it as it will still be under the manufactures warranty.

If you sent it to him after opening and turning it on yourself, AND you forgot to turn it off, when the battery goes flat and hasn't been charged for several days, it can take up to an hour for enough charge to be in the battery before it turns on

He may have to get a new wall charger, as the pin configuration and voltage in the Americas is different to what is used in Europe, Asia, and the pacific region
