Yes, you do have to get data. They know what kind of phone you're trying to activate, and if it's a smartphone, they will require you to get data.
P.S. If you buy an iPhone from eBay to use with Verizon, make sure it's a Verizon iPhone (with a clean ESN). IPhones made for AT&T and Sprint won't work, even if they're unlocked.
No, if you have a sim card for the phone you can use just voice and text.
But if you buy the phone from them then yes you have to get data.
As for switching over plans/phines i'm not sure if that works with Verizon, I know you can do that with other companies.
They will know as soon as you turn on the phone with your Sim card in it. The phone company will automatically add a data plan on the phone. That is how At&t works but I'm sure its the same for all companies.
