If i buy an iphone 5 from US AT&T locked for 200$ and then unlock it in india

No there's no such amount to be paid, it is actually illegal to get the phones unlocked, but India mein sab chalta hai.
You may only have to pay around 1500rs to get it unlocked and the phone works perfectly…
If you buy the AT&T iPhone and it has been activated with AT&T at least once (with the sim card through iTunes) it can be unlocked. But if you are on a contract, you still have to honour the contract no matter if it is unlocked or not.
If you break that contract, you will have to pay early termination fees which will total up to $600 or more, depending on how long you were under contract.
You will be better off just buying one contract free and already unlocked for the full price. The final price is about the same but with less headaches.
